I can base it only on what In have read of the presentation at the fanfest. From what I have gathered, it will require items found through exploration in the new sites and some other work, but not starting from T2 BPC.
Most probably (but it is only my opinion) it will start form something like "incomplete ancient BPC" and invent the T3 unit from that.
That is how I would do it and tie it with invention, buth there are plenty of other possible systems.
I wish there was more about it online or in a dev blog. I've only seen a four minute excerpt of when they introduced the T3 stuff. So you get to see the basic stuff and hear the audience oo and ah. But miss the details of how it's going to be implemented.

The chances and ME levels for a T3 bpc (if T2 ME is bad, expect carnage on t3)will destroy alot of hard to get t2 bpc's.

Sounds ... certain. Where are you getting that from? I've dug through all the t3 talk I can find and I have yet to find any legit information on how it's going to be built. All I still have is a vague sense that it'll require invention and several people are telling me that it won't require t2 BPCs.
Now, it does make sense that the menagerie of ship pieces isn't going to come from say, a pilgrim BPC (the left hind of an Amarr cruiser, amirite?). Any ingame rationalization would look pretty stupid (like taking drugs can help you repair your ship faster ). "The left rear of your ship looks suspiciously like someone welded a pilgrim hull in place."
Obviously, CCP is holding its cards tight. But if there's some concrete information out there, I'd like to know where its hiding.
